Lead Agency: Technical, Entrepreneurial and Vocational Education and Training Authority (TEVETA) Malawi.
Context
Malawi’s renewable energy sector is expanding rapidly, driven by electrification targets and major investments from the EU and World Bank. The country aims to increase electricity access to 70% by 2030 and renewable share to 96%. This growth creates demand for 90,000–120,000 skilled workers by 2040, yet current training systems cannot meet industry needs.
Objectives
· Ensure renewable energy industry’s demand for skilled labour is met through TEVET measures.
· Enable youth and women to access decent jobs and support Malawi’s green transition.
· Strengthen TEVET institutions and sector governance for sustainable skills development.
Key Components
· Institutional Capacity Building: Curriculum development, equipment, simulation labs, mobile solar vans.
· Training and Skills Development: Formal courses (Levels 1–4) and short courses in renewable energy technologies.
· Employment Transition: Internships, job placement, dual training with ESCOM, REIAMA, IPPs.
· Sector Governance: Operationalize the Sector Skills Council for Renewable Energy.
Implementation Approach
The project will adopt a demand-driven approach, starting with Training Needs Analysis (TNA) in collaboration with industry partners. TEVET institutions will be equipped with modern tools and trainers will undergo capacity building. Short courses and formal programs will be rolled out, complemented by internships and job placement mechanisms. Gender-responsive measures and mobile solar vans will ensure inclusivity and outreach.

Expected Outcomes
· 1,000 trainees (40–50% women) complete skills programs.

Alignment with National Priorities
Supports MW2063 Vision, National Energy Policy, Renewable Energy Strategy, and Malawi’s NDCs for climate resilience and green growth.
